Adding dependency xdg-user-dirs to plasma-desktop

Hi all,

With Plasma 5.22, I intend to make xdg-user-dirs a runtime dependency for
plasma-desktop to allow the translation of the "desktop path" names in its
KCM i.e xdg-user-dirs .

I expect this not to be a problem, given that plasma-desktop already
depends on xdg-user-dirs indirecly.

Let me know if that causes any issues.
