Important bugfix for KIO

Dear packagers,
since qtbase 5.9.3 there is a important behavior change [1] in QUrl.
Most notably, it breaks creation of folders in kio, which affects e.g.
Dolphin and Plasma Folder View.

This will be fixed in KIO >= 5.41.
If you ship KIO <= 5.40 together with qtbase >= 5.9.3 (including the
beta 4 of qt 5.10), please manually apply the fix [2].

Additional note for BSDs distros: you also need to apply [3] in order
to build with the previous patch.
