Random shuffling of tarball extensions and locations (KDevelop)

KDevelop 4.7.4 was released recently [1]. Relative to KDevelop 4.7.3 [2], it 
switched:

 - bz2 for xz
 - <version>/src for <version>/

In turn, KDevelop 4.7.3 changed relative to 4.7.2 [3]:

 - xz for bz2

This seems like a lot of excessive churn to me, and suggests that some things 
are not automated (or checklisted) that ought to be. It's one of those little 
annoyances that slows down packaging. Who would be a good contact point for 
straightening out the release process of this application (or more generally, 
for releases of KDE applications) ?
