New runtime dependency for Ark: The Unarchiver

Hi,
I've just enabled a new "The Unarchiver" backend for Ark, on master branch.
"The Unarchiver" [1] is an open source extraction tool which can handle a
great number of formats, including RAR.
By installing this (optional) runtime dependency, distributions can now
offer to their users the ability to open and extract RAR archives out of
the box using Ark.
Previously instead the users were required to install the non-free unrar
utility [2], often from 3d-party repositories.
The Unarchiver (which is divided in two CLI binaries, lsar and unar) is
already packaged by distributions like Ubuntu or Fedora. For those who want
to package it, it has a build-time only dependency on gnustep.
CC'ing Rex and Luigi as Fedora ships an old downstream patch which is now
superseded by this new plugin.
