Kleopatra moved into standalone repository

Hi,

Kleopatra has moved out of the KDEPIM repository to into the repository 
kleopatra.git

Please include Kleopatra from there in KDE-Applications 16.04

I've added a README.packagers in the top level source directory which should 
contain some info about runtime dependencies and packages that may depend on 
Kleopatra.
