Qt bugfix backport for Plasma clock

Hey,

there's a bug in Qt that returns an invalid system timezone if
your distro sets TZ=":/etc/localtime" (Debian testing at least).
This results in Plasma clock not displaying any time because
QTimeZone returns "/etc/localtime" as a system timezone id,
which is obviously invalid.

I've pushed a fix to Qt 5.6, you might want to backport it to your
Qt packages if your distro sets the TZ env var.
