Updating openCV in VCPKG VM requires a large rebuild which implies a lot of
dependencies to be recompiled and it does not work yet. So I let the VM in
preview state with the older OpenCV version.

But to come back to the original problem if i remember : the opencl
detection by opencv under windows with NVIdia GPU, please look the work
around discovered by users in this report :
