L/R panel : it's translations issue. Switching in native English is safe.
icon-view icon sizes : CTRL+/- work well...

You can customize font size in the DK/Setup pages.

Anyway, from the desktop settings, digiKam will follow the main
configuration about fonts used everywhere.
