how to blur a face

Hello,

is there a way to blur a face ?

In fact I need sometime to hide a child or some people face, in order to 
respect their privacy.

The maximum, the best it should if I have the possibility to blur a 
previously selected people with one mouse click.

O even a tool to apply blurring to all not recognized faces.
