Hi,

No, it's the source code archive.

Use digiKam-8.3.0-Win64.tar.xz instead. It contains a precompiled
binary version. uncompress the tarball somewhere in your home
directory and run digikam.exe inside.

Note: the difference with the standard installer is the non admin
rights requirement, but it must be decompressed in a directory where
you have full right access.
