More or less.
A program should ignore xml tags it doesn't understand, but it should *not* 
modify or delete them. So as long as you keep the same xmp file, tags unknown 
to digikam will be retained.

However, such unknown tags won't be stored in the database, and thus not 
written to a *newly created* sidecar file. (so data is *not* erased fom 
existing sidecar files). An example of such tags would be editing instructions 
for e.g. lightroom or darktable.

But this should not be an issue if you are migrating to digikam, and abandon 
the other program: digikam can't use the "missing" metadata anyway.
