Unable to delete a face tag

Would appreciate assistance with this problem

When attempting  to delete a tag I get this message "Cannot delete 
required face tag".
I do not know where this tag originated from as I have never initiated 
face scanning.
When I click on the tag there are no images associated with it.

I have several tags that exhibit this behavior:    Unconfirmed(0), 
Unknown(0), Ignored(0) + quite a few other tags.

Ideally I want to be able to delete these tags and completely shut off 
face scanning.
