[digiKam-users] Where to find info on out-of-date Ubuntu packages

I'd like to learn more about why the latest Digikam packages from Ubuntu are a little out of date. (I think the latest is version 5.9.0.)
The Download by Package page (https://www.digikam.org/download/binary/) says you can find out more information by going to this page (http://release.debian.org/migration/testing.pl?package=digikam). But that's a dead link.
Is there another page that contains this information?
