Read-only items are e.g. RAW files, normally jpg and png can be written to.
So that third option would write metadata to the file, except for the RAW
files and similar; for those the metadata are written to the sidecar file.
For exported images (which can be written to by definition), if you want them
to contain the metadata, you'd have to pick the first option ("write to
both"). If you don't want the image files to contain metadata, pick "write to
sidecar only"
