D&D is not implemented for Labels, because there is no tree-view dedicated
to show all contents from this internal tags (typically a new sub view in
Tags view from left sidebar). There is a wish in bugzilla about :
https://bugs.kde.org/show_bug.cgi?id=160363
But i don't find time or a student to implement it.
Anyway, if you don't want to switch between mouse and keyboard, use
contectual popup menu from icon view : Labels can be assigned here...
