The blurriness is a known issue, it depends on the zoom factor. There is
a patch for Marble which should resolve this issue, but I am not
up-to-date about when it will be applied.

Yes, tiles are cached and can be used offline. You might want to
open the Marble application to control the cache settings first. Also,
it does not matter whether you browse the area in the Marble application
or in digikam. I think work is also going on in Marble to do batch
downloads of tiles.
