have you installed mjpegtools?
acording to the console it contains the mp2enc

exerpt of my terminal... of course you can install it via Synaptic aswell.

x at x:~$ mp2enc
    The program 'mp2enc' is currently not installed.  You can install it
by typing:
    sudo apt-get install mjpegtools
    bash: mp2enc: command not found
x at x:~$ sudo apt-get install mjpegtools
...
x at x:~$ which mp2enc
/usr/bin/mp2enc
