digiKam 0.8.x do not support IPTC. current implementation from svn yes !!! 
(next 0.9.0 release)

Look in digiKam web project page recent screenshots taken with current 
implementation, like this :

To extract or set IPTC metadata in JPEG file, digiKam use Exiv2 library. A 
command tool is available in this lib. Look here :
