8.3 source tarball naming

Hi,

I see https://download.kde.org/stable/digikam/8.3.0/ is now populated -- is 
this the final 8.3.0 release?

I was trying to adjust my regexp for matching the source tarball.  In 8.2, the 
URL is

https://download.kde.org/stable/digikam/8.2.0/digiKam-8.2.0.tar.xz

The new one is
https://download.kde.org/stable/digikam/8.3.0/digiKam-8.3.0-1.tar.xz

I am wondering about the extra "-1" here.  
Is that part of the version string?  
Why the change from 8.2.0?
