Compiling Under Windows Obsolete?

Hi,

I searched for instructions on compiling under Windows but only came up with
the following:

The first is a broken link and the second is very old. Looking back at the
discussion on this topic it seems to stop about 10 years ago. There's
probably a very good reason for this but I would like to know the background
please.

- Has it become technically impossible to do so?
- Or has it simply become redundant due to compilation for all platforms
possible under Linux?
