6.0.0-beta1 release announcement page on git repository.

Hi,

I just commited a draft of 6.0.0-beta1 release announcement page on git
repository of website. It's in "dev" branch of course :

Remember that file is not published in official web site as it's not in
master. dev branch is published to stagging version available here :

https://staging.digikam.org/

The contents published with a delay when you commit in this repository.

I add TODO in this announcement :

- the new main features
- the student project descriptions and results
- the screenshots to illustrate.

Please feel free to patch the file to complete the announcement
