You can do this, you just add another option group with a different matching
condition. So you can have:

Match all:
tags: paris, church
- AND -
Match none:
tags: catholic

The four matching conditions apply only to the immediately following group,
when you click "add option group" you get to choose one of the four matching
conditions again.
