I think the best to use to make this "tour" is Wink for that
http://www.debugmode.com/wink/
You will see on the home page what wink can do, 

The result is a flash tutorial , you can create easily notes, buttons to 
create interactive tutorial

It's not open-source but it's free and work under Linux very well
