aha... that has been disabled in 0.8. the only way you can assign icons 
for tags is from:
a) standard KDE icons (i.e. any of the icons from the different 
categories in the kde icon dialog apart from the "other/browse" one)
b) any icon from within the album library.

This was done because: in 0.7 a full URL was stored for the tag 
thumbnail. but if you moved _that_ file around, you would end up losing 
the tag thumbnail. now by restricting the choice of thumbnails from the 
above two categories, the tag thumbnails are preserved correctly.
