Kexi and Kexi Frameworks release schedule updated

Hi,
There's some update for the Kexi and Kexi Frameworks release schedules.
This is a proposal awaiting for your input.

A major change is that frameworks 3.1.0 (not Kexi) would be
binary-incompatible because 3.0.0 were not sufficiently reviewed using the
KDE community process and binary-incompatible changes are required to
prepare for compatible releases.

This is an exception. 3.2.0 is planned to be binary-compatible with 3.1.0,
and so on.
