This sidebar on the Welcome screen is a bit more 'dynamic' and may be
still unavailable for translations I am afraid. It updates from
kexi-project.org for now. A bit similar to the Qt Creator welcome
screen.

Re translations, after first beta stage teams should already have
opportunity to translate. What's the state, could be checked probably
at
http://i18n.kde.org/stats/gui/trunk-kde4/team/LANGUAGE/calligra/
