Plan, Karbon: Disable the "Maintainer wanted" splashscreen for release branches?

I think you're absolutely right. I don't think such a message has a place
in releases, and especially not in splashscreens. It's not the right venue
to solicit new maintainers. Releases are releases after all, and they have
end users as their sole target :)
