What we do with meta:comments is not against the odf spec. It is possible to 
add any tag you want there. I guess it comes from some earlier versions where 
we used that. However no idea what the original idea was for that. 
When thinking on how we fix that we should also make sure that we convert what 
is out there at the moment to any changed behaviour on loading.
