I would go for 2), that is how style shortcuts in indesign are working, and I 
would say it is very convenient when you have to do a lot of restyling.

I am not too found of 1), I don't think automatic stuff can be made well 
enough predictable, and when it comes to shortcuts, you want predictable, I 
also think that having to press a shortcut multiple time to switch between 
multiple style is cumbersome. As for the shortcuts being on a per-document 
basis, I think that the users who are the most likely to benefit from the 
features are going to be template users anyway, so they would define their 
shortcuts only once.
