cstester - a tool for testing loading and painting of documents

There seems to be a tool which does something similar to what I was thinking
http://www.inetsoftware.de/other-products/pdf-content-comparer

i.e parse the pdf file and look for similarities in the underlying elements.

I haven't used this though. So not sure whether it would work.
