Coming up with rules in an ad-hoc fashion could be messy.
Just having all maintainers be elected all the time seems like a
better solution, with the understanding that 99% of the time the
elections should be un-challenged (so usually no vote will take
place).
You could decide on the 'citizens' of Calligra by just drawing up a
list of current members, and then having a process to add new ones.
This is what Amarok does.
