My comment about KDevelop was based on the following blog post:
http://nikosams.blogspot.com/2012/11/quanta-update.html. The various
KDevelop plugins that are listed there reside in playground.
Development is quiet, but hasn't stopped entirely according to the git
revisions.

I agree that KDevelop is more for programming than web development.
Kate is certainly good for simple jobs. I have used it myself on a few
occasions.

When I have more time, I'll look around at what is available. It would
be very nice to see a good replacement for Quanta in KDE. I don't do
web development any more, so I hadn't thought to look for proper
tools. :)
