But I'll go ahead and answer them as best I can. :)
1. You have to submit a proposal through the code.google.com website,
as described on the FAQ above.
2. One
3. What you do with your money is your own business. But mostly the
answer is 'no', or at least only one student can be the responsible
party.
4. They need some proof of student-status, see the FAQ. You don't have
to worry about that until after you're accepted.
