Build on MS Windows and plasma applet

Hi,

I would like to know if there is some kind of documentation in order to
build Amarok on MS Windows right now. Some months ago, I already tried to do
it but it was pretty complicated (at least for me) to do. Since there has
been a binary package released on MS Windows (tech preview), I would like to
know what is the simplest way to proceed.

My final goal is to try to buid a new plasma applet.
