There is no libid3.  There's libid3tag, which comes from the mad 
project, and which, like TagLib, also exclusively writes ID3v2.4.

Then there's id3lib, which like MMJB is also old and essentially 
unmaintained.  Their last release of any kind was in 2003.  Go check out 
the homepage here:  http://id3lib.sourceforge.net/id3/  Note the 
bold-text News item: "ID3v2.4.0 officially released".  That was eight 
years ago.

So does your lack of understanding.  For the record, Amarok by default 
also writes ID3v1 tags, so players that cannot read the ID3v2.4 tag 
should still be able to read the ID3v1 tag.
