not less than

will there be (is there) to put not less than in a playlist? currently there 
is a way to say less than, greater than, but not is not greater than or is 
not less than.

It's quite annoying when you create your playlists by scores and ratings. and 
you want to make sure if you mark something down to 4 (actual value not 
stars) or below that it doesn't show up.
