I'll dig into to see what can be done. My initial guess was that it couldn't
be so hard since single file tagging already works. One could simply use and
compare information for a lot of single files to find out which album they
belong to (especially if the user who often knows already groups them for
you)
Were there any specific details in how you wanted this implemented?

KDE 4.0 is a long way away though. How is developing against the 2.x branch?
