Collection with old stats not working

I noticed a huge slowdown in incremental scanning time after the dynamic 
collection features were merged in.  It seems [1} to take almost as long to 
do an incremental scan as it does to do a total rescan.

[1] I haven't timed it, and I am exaggerating, but it does take much longer 
than it used to.
