Clarence -
That was confusing.
This is the way it works. Become a last.fm user (not subscriber), and
enable track submissions.
Once last.fm has collected enough statistics on the type of music you
listen to, then you will have built a neighbourhood. Then, you can
listen to your neighbour radio. Until then, you can listen to anybody
elses stream, eg: lastfm://user/sebr/neighbours la di da.
