New moodbar implementation

Please consider also a case where moodbar is enabled, and the binary is 
later removed.  How then to disable moodbar if the GUI elements are 
hidden?  Also, please note that once the .mood files are generated, 
moodbar can be enabled and still display correctly even if the moodbar 
binary is no longer present (the binary is only required for generating 
new .mood files).
