The current behaviour is at least consistent ("you get what you see").
I'd rather say you want a general "not-filtering-online-search" (your second 
sentence) -> filter != search - whether to replace or in addition.

Altering the filter behaviour depending on the (not obviously related) queue 
state sounds rather confusing and unexpected to me :-\
