2.3.1 release schedule

I think we could even do the tagging a bit earlier of we manage to fix
the handful or so of show-stopper bugs. We have plenty of new features
and improvements already, so I am fine with starting feature freeze
pretty soon.

I am going to wrestle the service config hangs bug a bit now.
