Yeah, it's not any less complicated.  More complicated, perhaps,
because it has features the current dynamic system doesn't.  But it's
hopefully a lot more clear.

Good idea; I suppose that if I'd developed the APG on-list in the
first place, it wouldn't have stalled to begin with.
