Reminder: New splash screen for 2.2 :)

I've created another potential splash. The image is CC by,no-dev -
however I have permission from the author to use the splash as long as
we include his link in the credits, which we have done in the past
(and should continue to do so).

The positioning, size and content of the banner could/should be
modified to get maximum impact.
