2.1 final tagging

If this is the case, then I'd like to see us branch for 2.2
development (or equally a maintenance 2.1.1 branch).

Why? Because we have gsoc students that need to be commiting to svn so
we can be reviewing code and helping them along etc.

I *do not* want to see gsoc students happily coding to themselves for
4 weeks until they can commit somewhere. Public shared git branches
just aren't going to cut it unfortunately.
