generate_changelog script

Heya folks :)

can one of the Ruby gurus here please have a look at the
generate_changelog script in svn? The html tags are messed up since
seb's last commit to it. I am not sure if it was broken before that.
The ul and li tags aren't matching at the end and beginning of a
changelog part. I am tired of fixing this manually every release. A
fix would be very much appreciated. Thanks.
