Status of MountPointManager and friends

I was trying to track down a problem and ended up in this code.  It
looks like it was only half ported...a lot of things still commented out
and functionality seemingly not working (things like updating the
statistics table).

Does anyone know if someone was planning on finishing this?  Or is it
actually finished and the comments are all just leftover crud?
