Ok. For approximately the 10th time, i'm going to repeat again:

We are not a meritocracy. Whether or not a voter has 1 vote or 2, we  
are not a meritocracy.

meritocracy |ˌmeriˈtäkrəsē|
noun ( pl. -cies)
government or the holding of power by people selected on the basis of  
their ability.

We already select people based on their ability, as they have to get  
voted in in order to get any sort of say.
