With two minor changes, yes, absolutely :)

1) Only the item being hovered on has the icons shown
2) The [+] items are available in all positions where an applet can be added, 
that is in front of the first item, between the items, and after the last 
item. Like so:

[+][Applet   ][+][Applet   ][+] [wrench icon]

Note also that the [+] items are a lot smaller than the normal applets, rather 
than full width :)
