Stable Branch Label Bug

I was just adding some labels into my collection, and I discovered the add 
label link in the context browser, which gives you a list of labels that you 
can check off, and an input box that you can use to add a new label.  If you 
enter a new label that does not already exist, it does not get added to the 
list.

I am assuming this is a bug because the text in the box says 

	"Add a new label in the field below 
	or choose labels from the list"

I skipped bugzilla cause you guys are wrapping up 1.4.7, but I can post it 
there too if you want.
